These three terms get used loosely, but they describe genuinely different formulations. A syrup is a concentrated sugar-water solution — the active ingredient (if any) is fully dissolved, giving a smooth, viscous liquid that doesn't need shaking before use. An elixir is built on a different base entirely: a hydro-alcoholic solution, typically 10-40% alcohol, which is why the difference between syrup and elixir matters for formulation choice — alcohol dissolves certain actives that water alone can't, and the resulting elixir tends to be thinner and more stable over time than an equivalent syrup, though it isn't suitable for every patient population given the alcohol content.
